Strengthening Grievance Mechanisms in the Indian Sugar Sector

What is the first indicator of success in implementing a grievance mechanism?

It is to have grievances received and logged because it means the system is being used. At times when grievance mechanisms are set up, operators and managers report that no cases are being received. Although this  is frequently reported as a sign that no issues exist and all is working well, more often than not, this is a cause for concern. A lack of cases in a grievance mechanism could mean many things. Silence usually points to two systemic failures:

  • Lack of Accessibility: It could mean that the grievance channels are not accessible. For example, workers may not be able to or are uncomfortable with accessing the channel. Perhaps it is too public (i.e. a complaints box in a conspicuous place) or requires a private mobile phone or internet access, neither of which is available.
  • Lack of Trust:  It could also mean people don’t feel the operators will genuinely help their situation or resolve their issue. This  could stem from a lack of clarity about what happens once a complaint is made or a fear of reprisals against you that may result in job loss.
